A committee headed by Prof. (Dr.) Ranbir Singh, a former vice chancellor of National Law University (NLU), Delhi, was formed by the Ministry of Home Affairs in 2020. The committee’s task was to examine each of the three criminal laws. The committee’s main goal was to provide comprehensive, morally sound, and practical changes to the criminal laws of the nation.

Sedition Reexamined – Sedition is covered by Section 124-A of the Indian Penal Code (IPC), which carries a life sentence or a maximum three-year sentence along with a fine. Section 150 of the BNS Bill addresses actions that jeopardise the integrity, unity, and sovereignty of India. This amended clause reinforces steps to protect the interests of the country and highlights the seriousness of activities against the state.

What Constitutes Terrorism- The BNS Bill presents a thorough definition of terrorism for the first time. A terrorist is defined as a person who carries out activities, either domestically or internationally, to jeopardise national security, unity, or integrity, or to incite fear among the populace or disrupt law and order. The ability to recognise and respond to acts of terrorism is made more precise and clear by this new definition.
